| Summary/ Introduction |
In the late 1980's,
Vietnam has introduced a series of institutional and
economic reforms and changes in agricultural policies.
The rice output has nearly doubled since 1986 with a
total production of 30 millions tons in 1997. The economy is shifting from bureaucratic mechanism and the improvement of the operation and maintenance as targeted is a necessary upgrading. With proper direction and prompt activities of everyone and every authority, the upgrading of rural agriculture must go along with upgrading of operation and management of irrigation facilities. The test of the operation and maintenance of the irrigation system was sponsored by ADB. The result of the operation and management was highly supported by farmers. Some authorities, specially the district authority, have been much interested in it. This is the best opportunity to effectively improve the operation and maintenance. The target of food security is attracting international community's interest. Therefore the development of operation and maintenance, and improvement of the capacity of the irrigation system are supported by international organisations in terms of finance, training, improvement of operation and maintenance management. |
