Introduction
       Tuyen Quang is one of the mountainous provinces in the North of Vietnam. Tuyen Quang's irrigation system is greatly influenced by the socio-economic situation and the natural topography :
  • Most of the irrigation schemes are small scaled with the average irrigation area of 5 - 15 ha/scheme.
  • Due to the complicated mountainous and hilly topography (division, dense streams and high slope), irrigation schemes are often damaged by heavy rains and floods.

     Before 1996, the irrigation schemes were managed in cooperation by the Irrigation Management Company and the farmers. A water fee was applied to State-managed schemes only. Problems of management and protection of the schemes were observed.

     In january 1996, it was decided to hand over all irrigation schemes and fees to agriculture and forest co-operatives. The results are quite positive. Most of the schemes have been managed, operated and maintained. Thanks to the regular collection of water fees, the schemes have been regularly cleaned and rehabilitated, ensuring the durability of the production potential. The cooperation and relation between irrigation staff and farmers have been consolidated due to an increased participation of farmers.
