Irrigation management
transfer (IMT) means the relocation of responsibility and
authority for irrigation management from government
agencies to non-governmental organizations, such as the
water users' associations. It may include all or partial
transfer of management functions and authority. IMT is a
widespread process that is taking place in more than
forty countries worldwide. Experience indicates the need
for a more conceptual and systematic approach to the
