    Summary/
Introduction
  This guidebook is intended for all persons involved in irrigation management. It is design as a learning book to acquire knowledge about PIM and to help implement and promote PIM.

The guidebook is divided into 6 main sections:

  • PIM what & why: definition of PIM, review of common problems encountered in irrigation, and how participation can help reduce the effect of these problems.
  • Implementation strategy: a step by step process on how to achieve participation in irrigation management.
  • Legal framework: three sets of legal instruments are needed: basic laws on water or WUAs, bylaws of WUAs, transfer agreement.
  • Organizing process: review of training and organization requirements: who, what, and how.
  • Reorienting agencies: how irrigation agencies have to be reoriented for effective hand-over of irrigation management to WUAS.
  • Financial aspects: changes brought by PIM in the financial management of irrigation.

Seven country cases are also presented.

Finally, information are given on the WBI training program on PIM.
